Mr. Joseph O'Hara is a government employee serving as the technical deputy for President, Board of Inspection and Survey. Previously, he served seven years as Navy Region Midwest operations program director (N3) with responsibility over anti-terrorism force protection, fire and emergency services, occupational safety and health, personnel security and emergency management programs for a 16-state area of operation, to include a C4ISR capable regional operations center (ROC), and the Navy Emergency Planning Liaison Officer (NEPLO) and Defense Support to Civil Authority (DSCA) Program. He was a member of the Federal Bureau of Investigations Terrorism Liaison Officer Committee for the Chicago area, Lake County Gang Task Force, and was a certified State and Local Anti-terrorism Training (SLATT) instructor through the Bureau of Justice Assistance. He was also assigned as the training, readiness and evaluation program director (N7) for Navy Region Midwest from October 2007 through August of 2008.

Mr. O'Hara retired from active duty in November 2007 after 24 years, having served as a limited duty officer (LDO) for both engineering and security. He served three years as the main propulsion assistant aboard USS Cape St. George (CG 71), two years at Fleet Information Warfare Center (FIWC), three years as chief engineer/executive officer aboard USS Whirlwind (PC 11) and three years as a security officer for Naval Station Great Lakes, Illinois, and as the public safety director for Navy Region Midwest.

Mr. O'Hara possesses extensive knowledge and experience in surface engineering, anti-terrorism force protection, budget planning and execution, emergency and consequence management, fire and emergency services, and occupational safety and health program management. 

He received a degree in Electromechanical Technologies in May 2006 from Excelsior College, Albany, New York.
